The answer is No,

If your driver license is suspended in the state of Virginia, it is likely that you will not going to be able to get a license in Delaware. The Delaware Division of Motor Vehicles states that the law does not allow the DMV to issue a driver’s license under certain circumstances.

It is mentioned in the Delaware DMV’s list of circumstances in which they do not issue a drivers license, that you cannot acquire one if your license or driving privileges are suspended or revoked from other state. You may contact the DE DMV or visit their website if you want to get more information to about your specific situation. However you will need to get your VA driver’s license reinstated first before you can apply for a DE driver’s license.
