If an individual has never had a driver’s license is it possible that they can be required in Annandale, Virginia to file an SR22 insurance?

It will depend upon laws in the state and the reason behind the required SR-22 insurance if an individual can be mandated to maintain this even without a driver’s license. According to the VA Department of Motor Vehicle Financial Responsibility certifications or SR22 or SR26 are required in VA for the following situations :
- Unsatisfied judgements
- Driver license suspension as a result of a major conviction
- Uninsured motor vehicle suspension
If you were caught doing any of these offenses then even without a drivers license you could be required to get an SR-22 in Annandale, VA.
Just because an individual does not have a driver’s license does not mean that the state has not started a driving record for the individual. If you are caught driving without a license and are also ticketed for a traffic violation, these can be recorded under a driver’s record even if you have not acquired a license yet.
